the facility was “open”, but not fully ready. TV inlounge wouldn’t work, many pier lights were off as well as area lighting, no recycling bin, and worst of all, noone from the city was cleaning up the thousands of dead fish on the docks and loading ramp. Logan, worked hard and did a good job, but needed help. While there was not much traffic, boaters have a right toexpect it to be “open” fully when it is officially open.
